Homeland Security Declares Real Estate ‘Essential,’ But …

Coronavirus fears are moving real estate to digital tours, Facetime

Federal guidance from the Department of Homeland Security has included real estate in a list of essential services that are deemed critical to public health and safety, as well as economic and national security.. State and local officials, however, have been issuing guidelines that could prevent normal business operations for real estate professionals in some areas. Those local mandates should take precedence over federal guidance, experts advise.

Where real estate services are continuing—albeit in modified forms—brokerages are cautioning their agents to act responsibly and to practice safe social distancing in light of the coronavirus outbreak.

Under the issued Homeland Security guidance, “residential and commercial real services” are included on a 15-page list of essential services. These cover settlement services and government offices that conduct title searches, notaries, and mortgage and recording services, as well as construction. The advisory letter was created by the Homeland Security’s Cybersecurity & Infrastructure Security Agency.

“This list is advisory in nature,” the guidance notes. “It is not, nor should it be considered, a federal directive or standard.”

Indeed, REALTORS® should follow the guidelines set forth by their city, county, and state governments, urges Katie Johnson, general counsel and chief member experience officer for the National Association of REALTORS®. “It is imperative you adhere to the order” of your local jurisdiction, Johnson says.

“Being deemed an essential service means that you have a special responsibility and opportunity to continue operations if you choose to but not if you don’t. It means you have the special responsibility and mandate to adhere to your state’s executive order regarding ‘essential services.’ ”

REALTORS® also have a responsibility to abide by all necessary health and safety precautions mandated by your state’s executive orders that would apply to business activities such as in-person property showings or other face-to-face gatherings.  “We all have a special responsibility to lead by example, to do what we think is best for our communities and ourselves, and to do what we think best for the reputation of the industry,” Johnson says.

What Can Cause A Closing To Be Delayed?

The good news is that 76% of housing contracts close on time, according to recently released data from the National Association of Realtors®. Of the 24% that were delayed, 20% closed on a later date and only 4% were completely canceled.

Most of the factors requiring a delayed closing were related to obtaining financing (35%), problems with the appraisal (25%), home inspection/environmental issues (16%), and title/deed questions (9%).

Oftentimes, the buyer’s and seller’s agents are able to solve these closing issues by renegotiating who pays for specific items in the closing costs or by adding a home warranty provided by the seller.

2017 Economic Forecast

wooden-block-house-on-money I just went to an economic forecast summit in Portland. There are many forecasts on the Horizon. The Pacific NW, especially our Portland/Metro, is expected to stay hot in 2017 (See below for Stats). Before I get to them, I will just tell you right away…the real estate market looks solid, and strong through the second quarter of 2018 .That is really good news! Another  point I’d like to share that was brought up was that we are not in a bubble, nor are we even close to another bubble. That means we have a clear road ahead of us for the next 1 1/2 years.

A few of the projections are:

  1. Interest rate expected to be raised 2 times in 2017.
  2. Job growth is expected at at least 3.5% in 2017.
  3. Unemployemnt is hovering at 4.6% and hopefully will reduce further.
  4. Appreciation is expected to be a solid and sustainable 3.5%-5%. This will probably be a little higher this year in Portland/Metro in many neighborhoods-Call me for info on yours.
  5. The median age of first time homebuyer in 2017 is 32 years. The average age of repeat homebuyers (home seller)  is 36years-52 years of ages in 2017.
  6. Another unique and interesting forecast was that there is expected to be 1/2 less cars on the road by 2030. This is expected to decrease due to the insurgance of “self driving” cars and urban dense living.

LATEST MARKET REPORT NUMBERS & STATS 11-11-2016!

October brought seasonal and expected cooling to the Portland-Metro real estate market. We are still currently in the midst of  a solid Seller’s market. The real estate market is still very robust and active despite the slowing of the market. We are currently sitting at 2 months of inventory on the market. That means it would take 2 months to sell all of the real estate on the market. This is expected to rise a bit in the coming months.

The average and median sales prices continue to rise in the Portland-Metro area. comparing 2016 to 2016 through October 2016, the average sales price rose 11.5% from $353,400 to $393,900. In the same comparison the median sales price rose a whopping 13.1%, from $305,000 to $345,000. These are big numbers people!

The average market time has increased by a modest 6 days. Making the average market time 41 days. The interest rates are still  very low and that counter acts the rising prices, making purchasing a home affordable and smart investment. In most cases the mortgage payment is less than rent would be.

If you have been sitting on the fence about selling, this is a good time to make that move! 2017 is estimated to be another good year in real estate , but just not as high appreciation. Slow, steady growth is what to expect.
